- Why is user need more important than cool tech? Or is it?
- It's never about the tools and technologies -- they are just enablers. Organizations' (government agencies, NGOs, etc.) missions don't change, but emerging tools and technologies enable these organizations to achieve their missions more efficiently and more effectively.
